I assume that you're talking about the Win32 version.  For building on
Win32, you need Python, sed and a couple of other *nix type tools, e.g. rm.
I've installed the Win32 version of Python and Cygwin for the *nix tools.

AFAIK Perl is only used on the *nix builds.
