It should be ready and cover the basic COPS protocol. Code for
peaking inside the contents of some objects that have structure as
defined in the COPS RFC or understanding COPS additions, such as
COPS-PR in draft-ietf-rap-pr-02.txt, can be added later. These two
things are on my todo list for this dissector. 

Thanks for cleaning up the #if 0 hack in the code and the comments 
related to it.
