(I'm copying this to ethereal-dev to spur discussion)

We haven't declared any good plugin ABI versioning (like, "ethereal
plugin version 0.1"), so we defaulted to using the version of Ethereal
in which the ABI last changed. This is not good in that, as you noted,
it is confusing.

Developers, should we start a distinct sequence of version numbers
for the plugin ABI?
