Well, the frames with 0x01 followed by 0x04 appear to be VTP, given the
page I found that specifies the PID for those frames, and given that
other frames with the same PID look like VTP, once you ignore all the
parts of the Cisco VTP spec in question that don't match the packets and
assume that the field sizes, etc. are what they appear to be rather than
what the VTP spec claims they are.

is not only incomplete, it's incorrect to boot.  Go, Cisco....

I've checked in a dissector that gives results that appear to make sense
with the VTP traces sent.
