The top-level URL for Apple's on-line HI guidelines is

	http://developer.apple.com/techpubs/mac/HIGuidelines/HIGuidelines-2.html

I couldn't find, in any place obvious, any similar on-line HI document
on Microsoft's Web site. (I may just not have dug deep enough - after
all, the only reason I have the URL for the Mac stuff is that somebody
had sent around the URL

http://developer.apple.com/techpubs/mac/HIGuidelines/HIGuidelines-232.html

because that page had, as the message in an example of an alert box:

"Monica Stories" could not be saved because the disk "Blackmail
	stuff" is full.

so I shall refrain from drawing any conclusions from the apparent
absence of any on-line guides at Microsoft. :-))

Some other URLs I've collected for UI stuff are:

IBM's CUA Basic Interface Design Guide:

	    BOOKS/F29BDG00/CCONTENTS?SHELF=CEESL002

and their Object-Oriented Interface Design document:

The Linux/UNIX Independent Group for Usability Information (a group of
folks trying to do HCI work for UNIX-flavored OSes):

The Interface Hall of Shame, "an irreverent collection of examples of
common interface design mistakes":
