"Easy to manipulate and control" in what sense?
The APIs for *updating* the resources database look a tad primitive;
about all I can see for *persistently* updating the database is
"XrmPutFileDatabase()" (and the Qt-interest thread I mention below
discusses some problems with that).
In addition, as you note:

I.e., the X resource database is available only to X applications;
Ethereal is likely, over time, to grow more non-X versions, e.g. a
tty-based or "curses"-based version, or a Win32 version.
Even *X* toolkits, as you note about GTK+, don't always work well with X
resources. A search for "Resources" on Troll Tech's Web site turned up
a thread at
http://www.troll.no/qt-interest/axk9.html
some of the messages in which come from the anti-Xrm side; I infer from
some messages from "Qt-interest" that Qt doesn't use the Xrm database,
either.
