With this change, I discovered that a 'make' in the top-level
directory will now make both the ethereal binary and the ethereal.1
manpage. So you make the manpage the first time you run make in a
fresh image of the CVS tree. This is only slightly annoying; if someone
finds it very annoying let me know and I'll fix it.
