Or perhaps add RMON capture capabilities to "wiretap"?  I'd been thinking,
a while ago, about adding them to "libpcap", perhaps along with
modifications to the way you install capture filters so that it can
handle cases where the filtering engine isn't BPF (as is the case with,
for example, STREAMS NIT in SunOS 4.x and DLPI in SunOS 5.x, as well as
with RMON).
