When the Gerrit hooks into Bugzilla used to work, it would close multiple bugs if multiple bugs were listed.

Now it will just add the "patch XXX has been merged" message to all bugs in the list but not change bug state.

Apart from broken ability, how should gerrit behave with multiple "Bug:" tags? With one, once the change gets merged, it closes the bug on bugzilla. But what happens with multiple tags when just one gets merged?

When you do that on the initial push, gerrit will mark the bugs.  If you do it after the initial commit, the bugs will only be notified when patch is submitted to master.

The ability for Gerrit to actually move bug to closed state has been broken for awhile, so typically the core developer who submits the patch ends up "manually" closing the bugs referenced in the commit message.
