With SVN 25042, I now see this lua-related error on Windows XP:

'dfilter.lib' is up-to-date
        cd ..
        cd wslua
        NMAKE /                   -f Makefile.nmake
Microsoft (R) Program Maintenance Utility   Version 6.00.9782.0

        perl make-init-lua.pl "../" template-init.lua > init.lua
cannot open '..//../../wiretap/wtap.h' at make-init-lua.pl line 67.
NMAKE : fatal error U1077: 'perl' : return code '0x2'
Stop.
NMAKE : fatal error U1077: '"C:\Program Files\Microsoft Visual Studio\VC98\Bin\NMAKE.EXE"' : return code '0x2'
