IIRC I created an empty all: rule in Makefile.preinc* because otherwise
everyone building Wireshark would have to generate all the
dissectors during a toplevel make which takes quite some time.
Maybe we should create a special target like generate_all in the
asn1/ directory?

We are stuck with technology when what we really want is just stuff that
works. Some say that should read Microsoft instead of technology.
