The LLTD specification is licensed on a royalty-free and self-help
click-through basis for devices with limitations on targeted platforms.
Non-Windows computer devices can get a royalty-bearing or fee-based license by
contacting the Microsoft Intellectual Property and Licensing team.

Or contact Microsoft what they think about writting wireshark dissector based
on this specification.
