Wireshark shows UNKNOWN PER error in all DL RRC packets.
I have attached the hex bytes of the RRC packet.

1.It is a CellUpdateConfirm message. 
2.Release 8 UE is used.

Similar error message is displayed in RadioBearerSetup & other DL RRC packets.
