After doing an uninstall, I installed

http://www.wireshark.org/download/prerelease/wireshark-setup-1.0.11-gnutls285-3-31136.exe

and confirmed it still hung my system in an unkillable loop.  Replaced
libgcrypt-11.dll with

ftp://ftp.g10code.com/g10code/scratch/libgcrypt-11.dll

and Wireshark now fires up and runs normally.  As others said, no need to
regsvr32 the dll.

Thanks to everybody for the fix and the guidance.
