As it happens with tcpdump, that means it's not an Ethereal problem.
It's also probably not a libpcap problem, as libpcap uses standard mechanisms for requesting promiscuous mode.

It's probably a problem either with the Orinoco driver - or possibly 
with the Orinoco firmware.  I think I've seen anothe message on the list 
reporting problems with promiscuous mode and duplicate packets, but I 
don't remember whether it was with Orinoco cards, and don't remember 
what OS it was with, but if I'm remembering correctly and if it was with 
Orinoco cards on an OS other than Linux, it *might* be a firmware 
problem (i.e., in that case, two different drivers are having the same 
problem, so it might be a card problem).
