When would the SCTP dissector call the SIP dissector?

If it would do so for packets with particular SCTP port or PPI values, then the SIP dissector should be registered with that value in the "sctp.port" or "sctp.ppi" dissector table.
If it would do so based on checking the payload to see if it looked 
like an SIP packet, then the SCTP dissector should be given a heuristic 
dissector table, like the ones that the UDP and TCP dissectors already 
have, and the SIP heuristic dissector should be registered in that 
dissector table.
