I think there's also some raw registry trolling that'll do the same
thing, although I think it'd be done different on Windows NT and Windows
OT.

If, as, and when Wiretap becomes able to do packet capture, "get a list
of the interfaces" (perhaps with other information attached, such as
addresses) would be something that perhaps belongs in Wiretap, so as to
hide the gory details of how to do it from the application.
